It was a day of reflection on the success or failure of the new trade facilitation model called Pre-Arrival Assessment Report (PAAR) introduced by the Nigeria Customs Service (NCS). Some stakeholders at the event gave a thumb up for the model, as others had bottled reservations on its workability.
