Guidelines For Obtaining Permit To Import Feed Supplement
Shippers guide is the learning page of MMS Plus. This week features the guidelines for obtaining permit to import feed supplement, feed concentrates, feed additives, premixes, fish meal, etc.
These guidelines are for the interest of the general public and companies that want to engage in the importation of Feed supplement, Feed concentrates, Feed additives, premixes, Fish meal, etc. It is necessary to emphasise that no importation shall be made by any importer of feed supplement, feed concentrates, feed additives, premixes, fish meal, etc without obtaining import permit from NAFDAC in accordance with provisions of NAFDAC ACT CAP N1 LFN 2004.
The Importing Company must be duly incorporated in Nigeria, with facilities to effect a recall of the product when necessary.
APPLICATION
An application for Import Permit of Feed supplement, Feed concentrates, Feed additives, Premixes, Fish meal, etc shall be made by the importer on the company’s letter head and addressed to:
The Director General National Agency for Food and Drug Administration and Control (NAFDAC)
ATTN: The Director, Veterinary Medicines & Allied Products Directorate, No 445, Herbert Macaulay way, Yaba, Lagos.
The application shall indicate names of items, quantities in metric tonnes, the uses of the intended items, their sources and must be signed by the MD/CEO or the Technical Officer.
The applicant shall obtain the application form on payment of prescribed fee.
The application Forms must be duly completed and signed by the Managing Director and the Technical Officer.
The Company’s location address, telephone/GSM numbers and e-mail address should be indicated on the application.
DOCUMENTATION
An applicant for Import Permit must submit the following documents with duly completed application form:
- a) Copy of Certificate of Incorporation.
- b) Certified True Copy of the Memorandum and Articles of Association.
- c) Copy of Current Tax Clearance Certificate issued by the Federal Inland Revenue Service (FIRS)
- d) Certified True Copy of Particulars of Directors-Form C07.
NOTE: The originals of items a – d above must be submitted for sighting)
- e) Material Safety Data Sheets (MSDS) for single component, additives and/or product specifications for supplements, premixes, concentrates, fish meal, etc. from the original manufacturer.
- f) Credentials of the Technical Officer with a minimum of National Diploma (ND) in related Sciences such as Animal Science, Agro-sciences and a copy of employment letter and letter of acceptance with two passports photograph.
- g) An electronic version (CD-Rom/flash drive) containing quantities requested using Microsoft Word; If items to be imported are more than ten (10)
LABELLING
The label of the product should indicate in bold that the product is “Feed Grade, NOT FOR HUMAN USE” in addition to the following information:
- a) Name of product.
- b) Full name and location address of manufacturer
- c) Batch number.
- d) Manufacturing date.
- e) Expiry date.
- f) Net weight.
- g) Storage conditions.
- h) The ingredients must be listed by their common names and quantitatively in order of their predominance by weight
TARIFF
- All payments to the Agency should be in Bank Draft /cash, payable to National Agency for Food and Drug Administration and Control (NAFDAC) account at designated bank.
- (a) For a new import permit, a non-refundable fee of Sixty Four Thousand Naira only
(₦64, 000), shall be paid to NAFDAC upon submission of application:

- Application Form ₦1,000.00
- Permit ₦50,000.00 + 5%VAT
iii. Inspection ₦10,000.00 + 5% VAT
(b) For renewal of import permit, a non-refundable fee of Thirty Seven Thousand Seven Hundred and Fifty Naira only (₦37,750.00), will be paid to NAFDAC when application is been submitted.
Break down:
- Application Form ₦1,000
- Renewal Import Permit ₦25,000+ 5%VAT
iii. Inspection ₦10,000+5% VAT
NOTE:
- Evaluation of the utilization of items on the previously issued permit shall be carried out every two (2) years after payment of Ten thousand Five hundred naira (10,500:00) re-inspection fee.
- Clearing Agents are not allowed to process applications on behalf of importing companies/establishment, such transactions are to be undertaken by the technical officers.
- Upon satisfactory documentation, permit issued is an authorization for the applicant to import. Importation without permit to import is a violation that attracts appropriate sanction and or prosecution.
- Applicants must have a warehouse, which shall be inspected for adequacy and suitability for the storage of the products.
- The Agency should be notified of any change in location of company, warehouse or phone number and submit the credentials of a new Technical Officer with the appointment letter and acceptance letter to LOD office (VMAP)
- Companies manufacturing NAFDAC regulated product using any of the imported feed supplements, feed concentrates ,feed additives, premixes, fish meal, etc must submit evidence of registration of all their products with NAFDAC or evidence of approval.
- The MSDS shall have the following sub headings:
- Identification of product and the company
- Composition and information on ingredients
- Hazardous identification
- First aid measures
- Fire fighting measures
- Accidental release measures
- Handling and storage
- Exposure control/ personal protection measures
- Physical and chemical properties
- Stability and reactivity
- Toxicological information
- Ecological information
- Disposal consideration.
- Applicants can commence the submission of application for renewal of permit from 1st
- November every year.
